Imagine the reader that a law is passed to reduce or prevent deaths from Cardiovascular Disease in EU. Logically all citizens would be in favor. And all political parties would join this idea in the name of the "general interest" to improve the health of the population.
Imagine that a multitude of public services are created in each local, regional community, in each national State in EU.
Imagine that hundreds of associations are also subsidized to work on it.
Imagine that it is approved to spend 15% on institutional advertising of each ministry in the media, TV and press to make prevention announcements.
Imagine that companies are offered to reduce their taxes if they campaign to prevent Cardiovascular Disease.
Imagine that professional associations are offered grants to assist in the Cardiovascular Disease prevention campaign.
Imagine that a 24-hour helpline is created, and another 17 24-hour telephones in each regional or local communities.
Imagine that hundreds of courses, conferences, national and international conferences are organized and paid to talk about it.

Imagine that all this comes from the General State Budget every national state EU.
Imagine that after 10 years of passing that law and spending more than 240,000,000,000 euros (EU estimate) on it, it is discovered that the number of Cardiovascular Disease cases has increased by almost 30% and that the number of Cardiovascular Disease cases has doubled, even tripled the number of deaths for this reason.
Everyone would come to the conclusion that this Cardiovascular Disease prevention law is a failure.

It is that this law is not only a failure, but it is a law that is causing more family violence. These numbers more or less remain at the same level, sometimes there are several percent more victims, and sometimes few percent less.
The causes of homicide victims of domestic violence in EU countries were around 3906 in 2010 and 3765 in 2019.
