Notice how the two largest international organizations ignore men's problems and fail to combat discrimination against men. "Males fare worse than females on many health outcomes, but more attention, particularly at a national level, is given to women’s issues. This apparent paradox might be explained by gamma bias or a similar gender bias construct. Such potential biases require exploration. The purpose of the current paper is to present six streams of evidence that illustrate a bias against men’s issues within the United Nations (UN) and World Health Organization (WHO). First, the UN’s sustainable development goal on ‘gender equality’ is exclusive to females. Second, the UN observes nine International Days for women’s issues/achievements and one day for men’s issues/achievements. Third, the UN operates 69 Twitter accounts dedicated to women’s issues, culminating in 328,251 tweets since 2008. The UN does not operate a Twitter account for men’s issues. Fourth, female words (e.g., ‘women’) appear more frequently than male words (e.g., ‘men’) in documents archived in the UN and WHO databases, indicating more attention to women’s issues. Fifth, in WHO reports where similar use of male and female words might be expected (e.g., gender and health reports), female words appear more frequently. Sixth, more female than male words appear in the Bulletin of the World Health Organization, with articles on women’s health more frequently non-original research (e.g., editorials). Overall, because the UN and WHO are the causal agents directly responsible for the outcomes assessed, the findings reveal a bias against men’s issues within these organisations. Unfortunately, equality indicators are made for the needs of feminist propaganda and only the needs of women who have absolutely nothing to do with equality. "The Global Gender Gap Index is one of the best-known measures of national gender inequality, used by both academics and policy makers. We argue that that this measure has a number of problems and introduce a simpler measure of national levels of gender inequality. Our proposed measure is based on sex differences in the opportunity to lead a long healthy and satisfied life that is grounded on educational opportunities. The measure better captures variation in gender inequality than other measures, with inclusion of outcomes that can be favorable or unfavorable to either sex, not simply unfavorable to women. We focus on some of the most basic measures available for 134 countries from 2012–2016 (i.e., disadvantages in children’s basic education, life satisfaction, and healthy life span) and we relate these to various measures, including the United Nations' Human Development Index. Challenges for measuring gender inequality Apart from political agendas, research on gender inequality has also almost exclusively focused on issues highlighted in the women’s rights movement. Issues disadvantaging more men than women have been understudied (for a review, see [3]) and are not heavily weighted (if at all) in widely used measures of gender inequality, such as the highly cited Global Gender Gap Index(GGGI)[4]. Further, the GGGI truncates all values such that no country can, by definition, be more favorable for women than for men (for details see below). As a result, existing measures do not fully capture patterns of wellbeing and disadvantage at a national level. This is an important oversight, as there are issues that disproportionately affect boys and men. Among the many examples are harsher punishments for the same crimes [5] and an overrepresentation (93% worldwide) in the prison population [6]; compulsory military service (in living history or currently [3]); the large majority of homeless people without shelter are men [7]; higher levels of drug and alcohol abuse [8]; higher suicide rates [9]; more occupational deaths [10]; underperformance in schools [2]; and, men are more often victims of physical assault in general (see [3], p.30-33) and within schools, thus limiting educational opportunities [11]. Men are also overrepresented in occupations that are risky (e.g., exposure to toxins [12]) and physically taxing, such as front-line military duty, firefighting, mining, construction, or sewage cleaning. In many countries, the retirement age is higher for men than women (although there are a few in which women’s effective age of labor market exit is later, including Spain, Finland, and France), but even when it is equal, men often have fewer retirement years due to a shorter healthy life expectancy [13] BIGI scores Using the calculations described above, we created BIGI scores for 134 nations (representing 6.8 billion people in the studied period). As noted, BIGI scores below 0 mean that men are more disadvantaged than women, and scores greater than 0 mean that women are more disadvantaged than men (S1 Table). In 91 (68%) of the 131 countries, men were on average more disadvantaged than women, and in the other 43 (32%) countries, women were more disadvantaged than men. The international median of the BIGI is -0.017 (SD = 0.062), that is, nearly a two percent deviation from parity, favoring women. Examples of a (roughly) 2 percent deviation from parity include a healthy life span of 66 for women and 65 for men (e.g., in Saudi Arabia in 2016), 96% of girlsvs. 94% of boys enrolled in secondary education (e.g., in Cyprus, 2016), or a 5.5 vs. 5.4 score on the life satisfaction scale (e.g., in Portugal, 2016). The international median for the absolute (i.e., unsigned) value of the BIGI deviation from parity is 0.036, indicating a 3.6 percent deviation from parity, independent of which sex is disadvantaged. Thirteen countries had less than a 1 percent deviation from parity overall, but all had larger deviations for the individual components of the BIGI (see below). Ninety countries had less than a 5 percent deviation from parity overall, again typically with larger differences for specific components of the BIGI (Fig 1). This corresponds to around 62% of the studied population (Fig 2). As mentioned, the deviations from parity in each of the three individual components of theBIGI can be larger than the BIGI itself. This means that a country with an overall apparent lack of gender inequality may have one sex falling largely behind in one component of the BIGI (e.g., life satisfaction) while the other sex falls behind largely in another facet (e.g., education). This means that despite overall parity, the country still has much work to do to achieve parity in individual components of the BIGI. We therefore argue that it is important to consider both the overall level of parity and the level of parity (or lack thereof) in each of the individual components. A 2017 scientific study from Australia found that recruiting workers is gender biased in favor of women. Scientists believed that if they concealed the gender of the candidates then women would be more often chosen for their experience and usefulness. What was the surprise after analyzing the data when they discovered that the situation was different than originally thought. "In a bid to eliminate sexism, thousands of public servants have been told to pick recruits who have had all mention of their gender and ethnic background stripped from their CVs. The assumption behind the trial is that management will hire more women when they can only consider the professional merits of candidates. Their choices have been monitored by behavioural economists in the Prime Minister's department — colloquially known as "the nudge unit". Professor Michael Hiscox, a Harvard academic who oversaw the trial, said he was shocked by the results and has urged caution. "We anticipated this would have a positive impact on diversity — making it more likely that female candidates and those from ethnic minorities are selected for the shortlist," he said. "We found the opposite, that de-identifying candidates reduced the likelihood of women being selected for the shortlist." The trial found assigning a male name to a candidate made them 3.2 per cent less likely to get a job interview. A research study in 6 countries was to check whether women are discriminated against in recruitment, while the results of the research confirm that it is not women who are discriminated against, but men in 4 countries and no differences were found in two. Our findings suggest that although employers operate in quite different institutional contexts, they regard female applicants as more suitable for jobs in female-dominated occupations, ceteris paribus, while we find no evidence that they regard male applicants as more suitable anywhere. With these findings in mind, how can we better understand gender discrimination in hiring? We did not find any support for the generic belief that women are disadvantaged in hiring processes, as implied both in models of cultural stereotypes and statistical discrimination, where employers are assumed to believe that women are potentially unstable workers, more likely to quit their jobs to attend their families and/or generally less committed to their firms. Gender stereotypes where women are seen as mothers and housewives seem less important in hiring processes today than in the past. According to our findings, these stereotypes seem not to operate at all. We suggest a few tentative interpretations of why this is the case. First, most women today are not primarily homemakers. Second, females are more likely to be hiring agents, in particular in female-dominated occupations, and we cannot rule out the possibility of in-group (same gender) favouritism benefiting female candidates. Third, in female occupations, hiring agents might find women more stable employees than men, who might be more likely to pursue a career, thereby leaving the job they were hired for. We should also remember that the job candidates we constructed are young workers with only 4 years of working experience. This means the presented evidence does not preclude the possibility of discrimination against women in hiring, earnings, or promotion opportunities later in the career. Interestingly, the evidence on hiring discrimination against men would seem compatible with existing theories about gender stereotypes that were formulated to account for women’s disadvantage. Perspectives emphasizing the sex typing of jobs, gender categorization within work organizations, role congruency, and stereotype contents, all seem relevant for explaining discrimination against men in the matching process. Theoretically, these cultural perspectives are also compatible with the economic model of employers as (limited) rational actors who try to find the best match between job tasks and job applicants. If employers perceive certain jobs as more appropriate for women, male applicants, even if formally qualified, may be devaluated because employers believe that they are poor matches for the sex-typed job tasks.
